thats outta dirtyhands 2, in the video it looks like a home made or a modifed otr with black tape rapped round it and a bit of board eraser for the nib.

 

its a modified... u cant tag that much with a normal marker (that i know of neways) that will write so opaque special on windows...

maybe marsh ink or something.... hum...
