I emailed Mike Ravens (you guys might have stumbled on his blog once) and he said it was a useless bylaw that would cost too much to enforce and that kids would probably find a way around it eventually anyways. He suggested sending a letter to Diane Holmes or the editor of the ottawa citizen.
